What the Council approved

Rosario’s City Council approved an ordinance on Thursday, October 1, 2026, to regulate the licensing, operation, inspection and oversight of commercial gyms in the city.

The measure covers venues used for teaching or practicing physical, sports and muscle-strengthening activities. The Council included it among the files approved during that ordinary session.

Requirements announced

The published points include lighting and ventilation requirements, as well as an acoustic insulation report when a gym is next to a healthcare facility with inpatient care or a residence for older adults.

The approved ordinance also includes requirements such as a first-aid kit, a hydration point, medical coverage, civil liability insurance, electrical safety switches and training in first aid and CPR.

For gym users and owners, the change organizes a practical neighborhood issue: what conditions a venue must meet to operate as a licensed business beyond its machines, classes or opening hours.

The municipal background

As a regulatory reference, Rosario’s municipal website still publishes Ordinance 4,991 of 1990 on gym licensing, with historical requirements for this type of establishment.

The new ordinance approved by the Council brings the issue back into local focus through an urban-control lens: building conditions, basic safety and business responsibilities toward people who train in those spaces.
